Friend meeting up by motorcycle?

I am pretty new to RAGBRAI, and will be riding this year with my son. A coworker was hoping to ride up on her motorcycle from IL and visit on Friday after the ride. She will be solo, and has no vehicle pass.
I rode in 2010, and this seems difficult at best. Does anyone know whether she could motorcycle near to town and meet up with us, or will she be turned away for lack of a pass? Maybe I should tell her to train up for next year by bicycle in lieu of riding up this year.

the vehicle pass is to get into the campgrounds. She could park on nearby public street and walk into the campground .Or pick a spot in the downtown area to meet .Town maps are on the internet . She should also avoid riding on the bicycle route .good luck
