It seems like not everything needs to be shut down. Perhaps this would work, per the discussion:

1. Some bell ringing or horn honks should be enough warning that the party is over, and it’s time to move on.

2. Move the vendors, extra kybos, and most of the police onwards to the next town, to stay with the main flow of riders.

3. Shut off selling alcoholic drinks for an hour or few.

4. Make sure that basic physical needs of later riders can still be met — water, food, bathroom(s), medical help, shelter, and phone numbers or webpage for contacting vehicle transport (like a taxi or bus they’d pay for) if they can’t continue the ride.

5. Let the nice Iowans get back to running their businesses and town, more or less as normal.
