If I’m reading your question correctly: you’re asking if both captain and stoker need wristbands?
The answer to that: yes.

The wristbands do a lot more than get you access to the bag truck. They put you “in the system” for wristband discounts on all kinds of things, access to medical service, etc…. We’ve always put our individual bike-bands on the tandem, too, that way if there were ever any question of ownership if we were separated from the bike, either of us could show that it was, indeed, our bike.

Tandems on RAGBRAI are a ton and a half of fun. :)
