Your best option might be to go to local bicycle shops and ask if they have contacts to customers who go on RAGBRAI . Local bicycle clubs should be able to help .

Search the forum category “RAGBRAI L – 2023” (it’s on the right of the page below Bike Shops & Charter Services). I know there were several entries asking for riders in the Cinci area or Ohio. You may have to comb back a couple months when everyone started to search for transportation / carpools.
I’m pretty sure Team Hills Angels are from Cinci Metro.
