What is the “Big Circus Tent”. Is that a PBV thing, and if so, can a non-PBV enter the sacred space to meet those who abide within?

Sure looks like everyone “won” the lottery. And I know intellectually that the odds were pretty favorable. But this has me wondering why I feel like doing the touchdown dance? After all, it’s not like I accomplished anything or did anything special (other than getting my paperwork in and sending a check). But hey, I feel like a WINNER right now, so I’m going with that :).
