That’s an easy one BB. Runners at 1st and 2nd or 1st, 2nd and 3rd with less than two outs. If the ball is popped up and can be caught by an infielder with “ordinary ” effort, “infield fly, batter is out” will be declared by the plate umpire and the batter will be declared out. Runners can advance at the risk of being put out. This rule is in place to protect the offense from a savy infielder from intentionally not catching an easy popup and then throwing ahead of runners for multiple easy outs. Since the batter is declared out, it doesn’t matter if the defense drops the pop up or not, the runners aren’t forced to advance.
